The children's education system is of the most important issues in the documents and policies of the Islamic Republic of Iran, and due to its importance on children, a raising need for a model of strategic evaluation based on documents and policies is emerged.
Purpose: Accordingly, in this research based on the quadrilateral spiral model and the general policies of the Islamic Republic of Iran, the aim is to present a model for strategic evaluation of the children's education system in kindergartens; Based on the analysis of documents and macro policies. The research question can be formulated as follows: "What are the dimensions and components of evaluating the macro system of kindergarten management based on the analysis of upstream documents?".
Method: The research method is of the kind of document study and content analysis.
Findings: The findings presents the dimensions and components of strategic evaluation of children's education system of kindergartens based on upstream documents in two levels of internal factors (kindergarten management, educational content, human resources, infrastructure, educational and training system) and external factors (communication and interactions) of the kindergarten can be examined.
Conclusion: Therefore, the need for a model of strategic evaluation of children's education system in kindergartens, based on documents and macro policies, is created.
